  1. Q15 A case is pending before a HC of this country. The prime issue is the inordinate delay in execution of a death sentence. There is a SC ruling on this issue. (i) Is the SC ruling binding on the HC? Give reasons. (ii) What are the circumstances which destroy the binding nature of a precedent?
