1. Q13 After a State election, no party secures a clear majority in the Legislative Assembly. Competing groups claim support, and allegations of political defections emerge. The Governor must decide whom to invite to form the government. (a) What principles should guide the Governor in such a situation? (b) Can the decision of the Governor be subject to judicial review?
2. Q14 The Election Commission, after receiving complaints of irregularities during polling, orders re-polling in certain constituencies. One of the candidates challenges this decision before the court. (a) Under what authority can the Election Commission take such action? (b) What is the scope of judicial review in such matters?
3. Q15 A Proclamation of Financial Emergency is issued due to economic instability. Directions are given to States to reduce expenditure and follow financial discipline. A State questions the validity of such directions. (a) What powers does the Union acquire during a Financial Emergency? (b) Are States bound to comply with such directions?
4. Q16 The President returns a Bill passed by Parliament for reconsideration. Parliament passes the Bill again without making any changes and sends it back to the President. (a) Is the President bound to give assent in such a case? (b) What is the constitutional position regarding such assent?
