This folder holds one paper, the sitting of 2 March 2026, printed on form 05252 under subject code 76022 as Paper II of Group IV. Seven questions, attempt any four, four short notes of which two are to be written, and no figure printed against anything: the 25 marks a question are derived from the paper's own arithmetic.

Count what the paper is actually about and the answer is surprising. Six of its eleven items name an INSTITUTION rather than a right: the National Human Rights Commission in question 3, the World Health Organization in question 4, the United Nations and the New International Economic Order in question 5, the United Nations and the definition of terrorism in question 6, the International Labour Organization in short note (c) and the International Criminal Court in short note (d). Two more name a regional INSTRUMENT with a court behind it, the African Charter in question 2 and the European Convention in short note (b). This is a paper about machinery, and a candidate who revises rights rather than bodies will be writing round the question.

There is a fault in question 2 that you should know about before you sit down. It asks about the "African Convention on Human Rights". No such instrument exists. The treaty is the AFRICAN CHARTER ON HUMAN AND PEOPLES' RIGHTS, adopted at Nairobi on 27 June 1981 and in force from 21 October 1986, usually called the Banjul Charter. Open with the correct name and citation and then answer the question as asked; you lose nothing on the substance and the examiner can see you know the instrument.

Question 3, on the National Human Rights Commission, is the one place where this paper and Paper III of the same Group overlap, and the two ask for different things. Here the question is the Commission's ROLE AND EFFECTIVENESS as a national institution, which is answered against the Paris Principles of 20 December 1993 and its accreditation record. Paper III asks about the implementation of the Protection of Human Rights Act, 1993 as a whole, which is answered against its three tiers. Sections 12, 13, 18, 19 and 36(2) serve both, so learn them once.
