How students use these papers

1 Solve it first, under exam conditions Open the question paper, give it the full duration, and write as you would in the hall.
2 Then compare, answer by answer Look at structure and coverage before wording. Marks are lost by missing a part of the question, not by writing it badly.
3 Watch what repeats across sittings A question that comes back two years running is worth learning in full, not just recognising.

Frequently asked questions

Are these official Mumbai University answers?+

No. These are model answers written by munotes for study use. The University of Mumbai does not publish an official answer key, so no site can offer one. Use these to check your approach and your structure.

Are they free to read?+

Yes. Every answer opens straight away, with no login and no payment.

Why is a paper not solved yet?+

Papers are solved one subject at a time, and the newest exam of each subject is written first. The question paper itself is already on munotes and free to read, whether or not its answers are written.

About this subject

Five papers have been set for this subject so far, from May 2024 to May 2026, and all five follow one pattern: 75 marks in two and a half hours, printed as paper 66843 for LL.B. Semester IV (67153 on the B.L.S. Semester VIII print of May 2026). Each sets eight two-mark questions (answer six), four short notes (answer two), four situational problems with two sub-questions each (answer two) and five long questions of 13 marks (answer three).

Three topics are on all five papers: Centre-State legislative relations (a long answer on four of them), elections and the Election Commission (nine questions in all), and the Governor (nine questions, four of them on the May 2026 paper alone). Emergencies, anti-defection and judicial activism are on four papers each, and Financial Emergency alone was set four times on the last two papers.

Only one question is printed word for word twice: the short note "Independence of judiciary" (October 2024 and October 2025). Everything else changes its wording, so the same topic needs a different answer shape; judicial activism, for example, is set five ways. The bribery-and-vote problem was set in May and October 2024, and it must now be answered on Sita Soren (4 March 2024, seven judges), which overruled P.V. Narasimha Rao.

These are model answers prepared by munotes. They are a study aid and not official University answer keys, which the University of Mumbai does not publish.
