In one line

MU's 2026 short note asks for the World Environment Fund, and no body of that name exists; what she means is the Global Environment Facility, and an answer should say so and then answer her question.

In exam wording: the Global Environment Facility was established in 1991 as a pilot programme and restructured in 1994 as a permanent institution; it is the operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change under article 11, of the Convention on Biological Diversity under article 21, of the Convention to Combat Desertification, of the Stockholm Convention on Persistent Organic Pollutants and of the Minamata Convention, and it funds the agreed incremental cost of measures producing global environmental benefits.

Answering the question she asked

There is no institution called the World Environment Fund. There are three things she might mean, and a candidate should name all three and then answer on the first.

  1. The Global Environment Facility, which is the financial mechanism of five conventions. This is almost certainly what is meant.
  2. The Environment Fund of the United Nations Environment Programme, established with UNEP by General Assembly resolution 2997 (XXVII) of 1972, financed by voluntary contributions and used to run UNEP itself.
  3. The Green Climate Fund, agreed at Cancun in 2010 and now the largest dedicated climate fund.

Naming all three and identifying the one that answers the question is worth more than answering as though the name were unambiguous.

What the Facility is

Its purpose. To meet the agreed incremental cost of measures that produce global environmental benefits. Those two phrases are the whole of the design.

Incremental cost means the difference between what a country would have spent on the option it would otherwise have chosen and what it must spend on the option the convention requires. The Facility does not fund the project; it funds the difference.

Global environmental benefit means a benefit that accrues beyond the borders of the country receiving the money. A cleaner water supply for one city is a national benefit; the elimination of a persistent organic pollutant is a global one.

Its focal areas. Climate change, biological diversity, land degradation, chemicals and waste, and international waters.

Its structure, and why the structure matters

The Assembly, in which all participant countries sit.

The Council, its main governing body, with thirty-two members, sixteen from developing countries, fourteen from developed countries and two from countries with economies in transition.

The Secretariat, functionally independent and serviced by the World Bank.

The implementing agencies, originally the United Nations Development Programme, the United Nations Environment Programme and the World Bank, now a larger group including the regional development banks and several specialised agencies.
