How to use this volume
Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

Answer
Fraternity means a sense of common brotherhood among all Indians. The Preamble promises "Fraternity assuring the dignity of the individual and the unity and integrity of the Nation".
Dr. Ambedkar's view. Dr. B.R. Ambedkar spoke on this in his last speech to the Constituent Assembly, on 25 November 1949. He explained that fraternity means a sense of common brotherhood, of Indians being one people. He said it is the principle that gives unity and solidarity to social life. He treated liberty, equality and fraternity as a union of three. Without fraternity, he warned, liberty and equality would be no deeper than a coat of paint.
Why he stressed it. Indian society was divided by caste, religion, language and region. Ambedkar feared that political democracy would not last unless people first saw each other as equals and brothers.
Its two limbs.
How the Constitution carries it out. Fraternity is "promoted", not "secured", because brotherhood cannot be forced by law. It is supported by article 17, which abolishes untouchability, and article 15(2), which gives equal access to public places. Single citizenship supports it too. And article 51A(e) makes it a duty to promote harmony and the spirit of common brotherhood among all the people of India.
