In one line

Environmental degradation shortens lives, keeps children out of school and destroys livelihoods, so it is a development problem and not only an ecological one.

In exam wording: environmental degradation affects human development through direct health effects of air, water and chemical pollution, through the destruction of natural resource-based livelihoods, through displacement, and through the disproportionate burden it places on women, children, the poor and indigenous communities; human development, in the sense used by the United Nations Development Programme since 1990, measures a population's health, education and standard of living rather than output alone, and by that measure degradation is a direct subtraction from development.

Why MU frames it this way

Her 2016 paper asks: "Discuss the degradation of Environmental resources effects on Human Development." The phrase "human development" is a term of art and a candidate should say so. It refers to the approach that measures development by what people can be and do, and it is the basis of the Human Development Index published since 1990: life expectancy, education and income together.

Once that is said, the argument writes itself: if development is measured by health and capability rather than by output, environmental damage is not a cost of development but a reduction of it.

The four routes from degradation to human loss

One: health. Air pollution from combustion causes respiratory and cardiovascular disease. Contaminated water causes diarrhoeal disease, which is a leading cause of child mortality. Chemical exposure causes neurological damage; the Minamata Convention 2013 is named after a town where mercury discharge caused it on a mass scale.

Two: livelihood. Where people live directly off a resource, degrading it removes their income entirely. A degraded fishery, a saline field, a felled forest.

Three: displacement. Land becomes uninhabitable through erosion, salinity, sea level rise or contamination, and people move. There is no international legal status for a person displaced by environmental change, which is a real gap and worth naming.

Four: distribution. The burden falls unevenly. Those with the least capacity to avoid exposure suffer most, which is why the Supreme Court of India held in M.K. Ranjitsinh v. Union of India, (2024) 5 SCC 597, that the inability of underserved communities to adapt to climate change or cope with its effects violates the right to equality as well as the right to life.

Rio Principle 1 is the sentence to quote. It puts human beings at the centre, which is exactly the framing MU's question uses.

Worked example

A river downstream of a chemical estate is contaminated. Trace the human development effect, not just the ecological one.

  • Health. The well water is unfit. Diarrhoeal disease rises, and the effect falls first on children under five, so life expectancy falls.
  • Education. Children who are ill or who must walk further for water attend school less.
  • Income. Irrigation with contaminated water reduces yield. Fishing stops.
  • Assets. Land values collapse, so the household's only asset is destroyed.
  • Distribution. Those who can afford tankered water are unaffected. Those who cannot bear all of it.

Every one of the five is measurable and every one is a subtraction from human development. That is the answer MU's question wants, and it is exactly the pattern the Supreme Court described in Indian Council for Enviro-Legal Action v. Union of India, AIR 1996 SC 1446, where toxic sludge at Bichhri poisoned the aquifer, the well water turned dark, the soil became unfit for cultivation and the villagers lost their living.

What it does NOT mean

It does not mean environment and development are opposed. The whole point of the human development framing is that they are not. Clean water is development.

It does not mean the poor are the only victims. Ozone depletion and climate change reach everybody. What is true is that the capacity to avoid exposure is very unequally distributed.

It does not mean there is a legal remedy for every effect. There is no status in international law for a person displaced by environmental change, and there is no compensation regime for diffuse health damage.
