How to use this volume
Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

Answer
FSI stands for Floor Space Index. It is the ratio between the total floor area that may be built on a plot and the area of the plot itself.
Section 2(13A) of the Maharashtra Regional and Town Planning Act, 1966 defines it as "the quotient or the ratio of the combined gross floor area to the total area of the plot", that is:
FSI = total covered area of all floors divided by plot area.
Example. A plot measures 1,000 square metres and the permissible FSI is 1.5. The owner may build 1,500 square metres of floor space in all. He may spread it over three floors of 500 square metres, or five floors of 300 square metres. The height changes, but the total floor space does not.
Who fixes it. The FSI for each zone is fixed by the Development Control Regulations made under the MRTP Act. In Greater Mumbai these are the Development Control and Promotion Regulations, 2034. Extra floor space beyond the basic FSI can be bought as premium FSI. It can also come from Transferable Development Rights (TDR). Section 2(9A) describes TDR as the right to use FSI elsewhere.
Why it matters. FSI controls density. It keeps the load on roads, water and drainage within what the plan provides. In Pune Municipal Corporation v. Promoters and Builders Association (2004) 10 SCC 796, builders claimed additional FSI on a promise made under Pune's rules. The Supreme Court held that Development Control Regulations have statutory force and that there is no promissory estoppel against a statute. FSI is therefore what the regulations allow, not what anyone promises.
