How to use this volume
Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

Answer
A welfare state is a State that takes active responsibility for the well-being of its people. It does not stop at keeping order and defending the country. It also provides education, health care, housing, work and social security, and it regulates the economy for the common good.
1. How it differs from the police state. The older police state, or laissez-faire State, did only a few things. It kept law and order, collected taxes and fought wars. Everything else was left to private effort and the market. The welfare state replaced that idea in the twentieth century.
2. The Indian basis. India is a welfare state by design. The Preamble promises justice, social, economic and political. The Directive Principles of State Policy direct the State to secure a social order for the welfare of the people (Article 38). They also ask it to secure an adequate means of livelihood and to prevent the concentration of wealth (Article 39).
3. Why it matters to administrative law. A welfare state needs a large administration with wide powers. Officials license, inspect, regulate, distribute benefits and decide disputes. Administrative law grew up to control that power, so that it is used fairly and within the law.
Conclusion. A welfare state is one that works positively for the social and economic good of its people, not merely one that keeps the peace. Its growth is the main reason administrative law exists.
