The Paper as Set

The questions in this volume are the questions asked at the Apr 2015 examination, reproduced as the University of Mumbai set them, in the order it set them. Nothing has been reworded, added or left out. Only the answers are ours. See the original question paper.

Duration 3 hours  ·  Total marks 100  ·  25 questions answered

How to use this volume

Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

SECTION I

Answer the following, not more than two sentences

all 10 · 20 Marks

munotes.in 1

1.Define 'Hazardous waste' vide New Hazardous Waste Rules, 1989.[2]

Answer

The Rules in force. The paper names the 1989 Rules. They were replaced by the 2008 Rules, which were superseded by the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.

Definition. Under rule 3(1)(17) of the 2016 Rules, "hazardous waste" means any waste which causes, or is likely to cause, danger to health or environment. The danger may arise alone or in contact with other wastes or substances. It must come from characteristics such as these.

  • Physical, chemical or biological.
  • Reactive or toxic.
  • Flammable, explosive or corrosive.

What it expressly includes.

  1. Waste listed in column (3) of Schedule I, which lists wastes by industrial process.
munotes.in 2
  1. Waste with constituents at or above the concentration limits in classes A and B of Schedule II. Waste with any characteristic in class C also counts.
  2. Wastes in Part A of Schedule III, for import or export. Wastes not listed there that show hazardous characteristics are also included.

Two tests. A waste is hazardous either because it is listed, or because it exhibits hazardous characteristics.

Examples. Used or spent oil from machinery, spent solvents from paint works, and asbestos residues.

Why it matters.

  1. Rule 4. Occupiers must follow the order of prevention, minimisation, reuse, recycling, recovery, and only then safe disposal.
  2. Rule 6. Handling hazardous waste needs authorisation from the State Pollution Control Board.
  3. Rule 12. Import of hazardous waste for disposal is banned.
