The Paper as Set

The questions in this volume are the questions asked at the Jun 2019 examination, reproduced as the University of Mumbai set them, in the order it set them. Nothing has been reworded, added or left out. Only the answers are ours. See the original question paper.

Duration 3 hours  ·  Total marks 100  ·  25 questions answered

How to use this volume

Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

1.Which day is celebrated as 'World Environment day' and Why?[2]

Answer

The answer. The Stockholm Conference began on 5 June 1972. That day is now observed every year as World Environment Day.

The conference. It was the United Nations Conference on the Human Environment, held at Stockholm from 5 to 16 June 1972. It was attended by 113 States and was the first global intergovernmental conference on the environment.

Significance of the opening day.

  1. World Environment Day. The United Nations designated 5 June, the opening day, as World Environment Day. It is marked worldwide to raise awareness and encourage action.
  2. A turning point. It marks the day the world first gathered to treat the environment as a common concern of all nations.
  3. Annual themes. Each year the day carries a theme on an environmental problem. It is led by the United Nations Environment Programme, itself created after Stockholm.

What the conference produced.

munotes.in 2
  1. The Stockholm Declaration, with 26 principles.
  2. An Action Plan of 109 recommendations.
  3. The United Nations Environment Programme, established in December 1972, headquartered at Nairobi.

Why it matters for India. India took part. The decisions taken there are recited in the preambles of the Air Act 1981 and the Environment (Protection) Act 1986. That is why Parliament could pass them under Article 253. The 42nd Amendment of 1976 also followed it, adding Articles 48A and 51A(g).

In short. 5 June 1972; the opening day is World Environment Day.
