How to use this volume
Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.
Answer the following, not more than two sentences
all 10 · 20 Marks
Answer
The State Pollution Control Board is constituted under section 4 of the Water (Prevention and Control of Pollution) Act, 1974. Its main powers are these. Any two, explained, will answer the question.
Its functions as well. Section 17 adds functions such as planning a programme against water pollution and laying down effluent standards. It also advises the State Government on locating industries.
In short. Consent and directions under section 33A are the two strongest powers. Through them the Board can stop a polluter before and after it starts.
