The Paper as Set

The questions in this volume are the questions asked at the Apr 2014 examination, reproduced as the University of Mumbai set them, in the order it set them. Nothing has been reworded, added or left out. Only the answers are ours. See the original question paper.

Duration 3 hours  ·  Total marks 100  ·  25 questions answered

How to use this volume

Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

SECTION I

Answer in not more than two sentences, all 10 20 Marks

munotes.in 1

1.Mention any two important features of the Government of India Act, 1919.[2]

Answer

The Government of India Act, 1919 carried out the Montagu-Chelmsford Reforms. Any two of these features answer the question.

  1. Dyarchy in the Provinces. Provincial subjects were split into two halves. Reserved subjects, such as land revenue, police and justice, stayed with the Governor and his executive council. Transferred subjects, such as education, public health and local self-government, went to Indian ministers answerable to the elected legislative council. One government with two heads is called dyarchy.
  2. Central and provincial subjects separated. For the first time the Act listed separately the subjects of the Centre and of the Provinces. This is the seed of our Seventh Schedule.
  3. A bicameral central legislature. It created two Houses at the Centre, the Council of State and the Legislative Assembly, each with an elected majority.
  4. Direct elections and a wider franchise, though only about one in ten adult men could vote.

  1. Communal representation extended to Sikhs, Indian Christians, Anglo-Indians and Europeans.
  2. A statutory commission after ten years to review the working of the Act. This became the Simon Commission of 1927.

Its limit. The executive at the Centre remained answerable to nobody in India. The Governor-General could certify a Bill that the legislature had rejected.
