Administrative law is the body of law that determines the organisation, powers, duties and procedures of administrative authorities, and provides the remedies by which a citizen controls them.

The four definitions an examiner looks for.

  1. Sir Ivor Jennings: administrative law is "the law relating to the administration. It determines the organisation, powers and duties of administrative authorities." This is the most quoted. It is wide, and it leaves out the citizen's remedies.
  2. K.C. Davis: "the law concerning the powers and procedures of administrative agencies, including especially the law governing judicial review of administrative action." This supplies the two things Jennings omits, procedure and judicial review.

  1. Sir William Wade: "the law relating to the control of governmental power." The shortest, and the best statement of its purpose.
  2. A.V. Dicey denied that England had administrative law at all, because he equated the term with the French droit administratif, a separate law and separate courts for officials. He was mistaken, and he modified his view later.

What the subject covers. The organisation of administrative authorities; their three kinds of power, rule-making, adjudicatory and purely executive; the procedure they must follow, chiefly natural justice; the limits on those powers; the liability of the State; and the remedies, constitutional, statutory and ordinary.

How it differs from constitutional law. Constitutional law describes the State at rest, that is its structure. Administrative law describes the State in motion, that is the working of the executive. Constitutional law is the genus and administrative law the species.

Conclusion. Any of the four definitions will earn the marks if attributed correctly. Wade's is the safest to build on, because control of power is the organising idea of everything else in this paper, from delegated legislation to natural justice to the writs.
