Answer
Rule of law means that the country is governed by law and not by the will of the ruler. The modern statement of it is by Professor A. V. Dicey, in his Introduction to the Study of the Law of the Constitution (1885). He gave the doctrine three postulates. The question asks for any two of them.
1. Supremacy of law. No person may be punished except for a clear breach of law. The breach must be established before an ordinary court in the ordinary way. Wide, arbitrary or discretionary power in the Government is therefore ruled out. Dicey put it as the absence of arbitrary power.
2. Equality before the law. Every person, whatever the rank or office, is subject to the same law. Every person is answerable before the same ordinary courts. There is no separate set of courts and no separate law for officials.
3. Predominance of legal spirit. In England, rights such as personal liberty came from decisions of the courts in particular cases. They were not a gift from a written constitution. So the remedy and the right grew together.
Conclusion. Any two of supremacy of law, equality before the law and predominance of legal spirit will earn the marks. In India the doctrine is not applied in Dicey's full form. Article 14 carries equality before the law. Kesavananda Bharati v. State of Kerala (1973) 4 SCC 225 and Indira Nehru Gandhi v. Raj Narain AIR 1975 SC 2299 treat the rule of law as part of the basic structure of the Constitution.
