The Paper as Set

The questions in this volume are the questions asked at the 2018-19 examination, reproduced as the University of Mumbai set them, in the order it set them. Nothing has been reworded, added or left out. Only the answers are ours. See the original question paper.

Duration 3 hours  ·  Total marks 100  ·  25 questions answered

How to use this volume

Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

(a)Give a definition of Political Science?[2]

Answer

Definition. Political science is the study of the state. Garner defines it, in its widest sense, as "the general science of the state, the state in the aggregate, the state considered from all points of view". In one line: "political science begins and ends with the state."

What the definition covers. Garner gives the subject three tasks:

  1. The nature of the state: what it is, how it arose, and what its elements and its sovereignty are.
  2. Political institutions: the history and forms of government and its organs, the legislature, the executive and the judiciary.
  3. Political growth: the laws by which states and their institutions develop and change.

Wider and narrower. Political science in this wide sense is the general science. Jurisprudence and other special sciences study particular sides of the state, such as its law.

Why it is called a science. Garner answers critics who say politics is too uncertain to be a science. He treats a science as "a fairly unified mass of knowledge relating to a single subject", gathered by systematic observation and reason. Political science studies one subject, the state, in that systematic way.

Why a law student needs it. MU's own course objective says that "The importance of study of Political Science is well reflected in the process of making Law". The ideas political science studies, such as sovereignty, federalism and the separation of powers, are written into the Constitution of India.
