The Paper as Set

The questions in this volume are the questions asked at the 2021-22 examination, reproduced as the University of Mumbai set them, in the order it set them. Nothing has been reworded, added or left out. Only the answers are ours. See the original question paper.

How to use this volume

Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

1.Which committee recommended the 27% reservation of the OBCs in the government jobs in 1991? (a) Jogendra Nath Mandal committee (b) B.P. Mandal committee (c) Dilip Singh Bhuria committee (d) U.N. Debar committee

Answer

Answer: (b) B.P. Mandal committee

The Second Backward Classes Commission, known as the Mandal Commission, was appointed by the President on 1 January 1979 under Article 340, with B.P. Mandal as its chairman. It submitted its report on 31 December 1980 and recommended 27 per cent reservation for the Other Backward Classes (OBCs).

The Government acted on it by an Office Memorandum of 13 August 1990, which reserved "27% of the vacancies in civil posts and services under the Government of India" for the socially and educationally backward classes. A second memorandum of 25 September 1991 amended it. The Supreme Court upheld the 27 per cent, subject to excluding the creamy layer, in Indra Sawhney v. Union of India, 1992 Supp (3) SCC 217.

So the year in the question is the year of the second memorandum; the recommendation itself was made in 1980.

Why the others are wrong:

munotes.in 2
  • (a) Jogendra Nath Mandal was a different person, a political leader; the commission's chairman was B.P. Mandal.
  • (c) The commission chaired by Dilip Singh Bhuria (appointed in 2002) dealt with the Scheduled Areas and Scheduled Tribes.
  • (d) The U.N. Dhebar Commission (it reported in 1961) also dealt with the Scheduled Areas and Scheduled Tribes, not the OBCs.
