How to use this volume
Solve the paper first, under exam conditions and against the clock. Then read the answers here and mark your own. Reading a solution before attempting the question feels productive and teaches very little, because recognising an answer is not the same as being able to write one.

Answer
The objective of the Ilbert Bill (1883) was to allow Indian magistrates and judges to try European British subjects in criminal cases. Sitaramayya writes that its object "was to remove the bar against the Indian Magistracy trying European" offenders.
The Bill was introduced in 1883 by Courtenay Ilbert, the Law Member in the Council of the Viceroy, Lord Ripon. Under the Criminal Procedure Code, only judicial officers who were themselves European British subjects could try Europeans outside the Presidency towns. This meant that senior Indian magistrates and Sessions Judges could not try a European. Ripon thought this racial bar unjust.
The European community in India rose against the Bill. Its Defence Association raised "over a lakh and fifty thousand rupees". Some Calcutta Europeans even plotted to overpower the sentries at Government House and put the Viceroy on board a steamer. The Government gave way. In its final form, as Act III of 1884, a European accused could claim a jury at least half of whom were Europeans.
The agitation taught educated Indians the value of "combination and organization", in Surendranath Banerjea's words. Indians saw how a small community, well organised, had defeated a Government Bill. Two years later, in 1885, the Indian National Congress was founded.
