In one line

Rules 7 to 11 put duties on everybody between the household bin and the end use: the processing facility, the local body, the sorting facility, and the industry that must burn what is left.

In exam wording: rule 7 of the Solid Waste Management Rules 2026 imposes duties on the operator of every solid waste processing facility, including registration with the local body through the centralised online portal and treatment to standards causing no harm to human health; rule 8 imposes duties on every local body, concessionaire or third party involved in collection, segregation and transportation, including registration and environmentally sound handling; rule 9 imposes duties on an entity sorting recyclable and non-recyclable waste at a material recovery facility; rule 10 deals with the associated obligations; and rule 11 requires industrial units and waste to energy plants located within a specified distance of a refuse-derived fuel plant to use refuse-derived fuel, segregated combustible fraction or agricultural residue.

The chain these rules regulate

The household segregates. Somebody collects. Somebody sorts. Somebody processes. Something is left over and has to go somewhere.

Rules 5 and 6 were the first step. These rules are the rest of the chain, and the design principle is the same at every link: register on the portal, meet a standard, and be answerable to the local body.

Rule 7: the processing facility

Registration. The operator of every waste processing facility shall register with the local body through the centralised online portal. The rule names the kinds of facility caught, and the list is worth knowing because it shows how wide "processing" is: facilities for wet waste, dry waste, sanitary waste, special care waste and horticultural waste, including waste to energy plants, compressed bio-gas plants, composting facilities, incinerators, and common biomedical waste facilities.

Notice that a common biomedical waste treatment facilityis in that list. It is registered under the Bio-Medical Waste Management Rules 2016 as well, so the same plant answers to two sets of rules, which is the coherence problem from the opening chapter of this module appearing in practice.

The standard. The operator shall ensure that treatment standards are such that no harm is caused to human health and the environment, and the further clauses of the rule carry the operational requirements: monitoring, records, and compliance with the standards the Central Pollution Control Board specifies.

Rule 8: the local body and its contractors

Whom it binds. Every local body, and every concessionaire or third party authorised by a local body, involved in the collection, segregation and transportation of solid waste.

The inclusion of the concessionaire is the important part. Municipal waste collection in Indian cities is very largely contracted out, and a duty that bound only the corporation would leave the person actually driving the truck outside the rules. Naming the concessionaire and the authorised third party puts the contractor under the same obligations, and it means a corporation cannot answer a default by pointing at its contractor.
