  • Sarvodaya Movement on rural development; Constitutional direction, directive principles; Panchayati Raj - beginning of planning and community development; National extension services.

  • Post-Independence rural Development Balwant Rai Mehta Committee three tier system of rural local Government; Need and scope for people’s participation and Panchayati Raj; Ashok Mehta Committee - linkage between Panchayati Raj, participation and rural development

Module 3: Rural Development Initiatives in Five Year Plans Five Year Plans and Rural Development; Planning process at National, State, Regional and District levels; Planning, development, implementing and monitoring organizations and agencies; Urban and rural interface - integrated approach and local plans; Development initiatives and their

  • convergence; Special component plan and sub-plan for the weaker section; Micro-eco zones; Data base for local planning; Need for decentralized planning; Sustainable rural development.
