Syllabus for Development Engineering
Module 1: Introduction to Rural Development Meaning, nature and scope of development; Nature of rural society in India; Hierarchy of settlements; Social, economic and ecological constraints for rural development
- Roots of Rural Development in India Rural reconstruction and Sarvodaya programme before independence; Impact of voluntary effort and Sarvodaya Movement on rural development; Constitutional direction, directive principles; Panchayati Raj - beginning of planning and community development; National extension services.
Module 2
- Post-Independence rural Development Balwant Rai Mehta Committee - three tier system of rural local Government; Need and scope for people’s participation and Panchayati Raj; Ashok Mehta Committee - linkage between Panchayati Raj, participation and rural development.
Module 3: Rural Development Initiatives in Five Year Plans Five Year Plans and Rural Development; Planning process at National, State, Regional and District levels; Planning, development, implementing and monitoring organizations and agencies; Urban and rural interface integrated approach and local plans; Development initiatives and their convergence; Special component plan and sub-plan for the weaker section; Micro-eco zones; Data base for local
- planning; Need for decentralized planning; Sustainable rural development (b) will be from any module other than module 3) 4. Only Four questions need to be solved
