About this subject
Legal Education and Research Methodology is Paper IV of the LLM Foundation Course, and the first thing to establish is how many papers this folder actually holds. Eight files hold eleven distinct printed papers, because three of the scans carry two complete papers each: the file labelled 2015 holds Q.P. Codes 12251 and 27160, the 2018 file holds Q.P. Codes 40951 and 40952, and the 2019 file holds form 76273 for Group VI and, on its third page, form 72187 for Group V. The three page 2019 scan is the one that catches people out, because a three page file looks like an English paper with a Marathi half and is not.
The shape has not changed once in eleven years. Every paper prints seven questions, asks for any four, states that all questions carry equal marks and totals 100, so every question on every paper is worth exactly twenty five and none of them prints that figure. Every paper is three hours except the 2022 one, which is three hours forty five minutes. That stability is worth more than it sounds: it means you are choosing four topics out of seven with no compulsory question anywhere, in every sitting, and a candidate who prepares eight topics properly has never had to gamble.
The subject code on the cover tells you the specialisation Group and not the subject. 26907 is Group I, Constitutional and Administrative Law; 26911 is Group V, Criminal Law and Criminal Administration; 26912 is Group VI, Environment and Legal Order. The paper inside is the same Foundation Course paper for all of them, so a paper filed under a Group you are not in is still your paper.
Clinical legal education is set in ten of the eleven papers, and nothing else in the subject comes close. After it, counted paper by paper: hypothesis in nine, some question on a method of teaching in nine, the research problem in eight, and then juristic writing, induction and deduction, technology in legal research, and the aims or history of legal education at seven each. Doctrinal and non-doctrinal research is in six, sampling and socio-legal research in five, and data collection technique in five. Prepare those and you can answer four questions on any paper in the folder.
Do not assume the paper divides evenly between its two halves. Counted over all seventy seven questions, thirty are on legal education and forty seven on research methodology, but the balance swings hard from paper to paper. The 2024-25 paper sets six of its seven questions on research methodology and only one on legal education. The 2025-26 paper reverses it and sets four on legal education. A candidate who has prepared only one half of the syllabus will find a paper that punishes it.
One trap is worth knowing before you open the 2019 Group VI paper. Its second question quotes Prof. Madhava Menon on the lack of "Continuous Legal Education (CLE)" and asks for reforms in CLE. That is continuing professional education for qualified lawyers and teachers, and it is not clinical legal education, which the same abbreviation is often used for elsewhere in this subject. An answer about law school clinics scores nothing on that question. It is the only place in the folder where the two are set, and the paper does not warn you.
Finally, the notes question. Every one of the eleven papers carries at least one, five of them carry two, and in ten of the eleven it is the last question on the paper. It offers two, three or four items of which two are usually to be written, and it counts as one of your four answers, so it is a full twenty five marks. The items repeat heavily across the years: juristic writing, induction and deduction, examination reforms, sampling, doctrinal and non-doctrinal research, identification of the research problem and formulation of hypothesis all appear as notes in more than one paper.
